On 2nd - Universal Proutist Student Federation (UPSF) district conference. Fifty students attended. The conference was conducted by Central Organizing Secretary Ac. Tanmayananda Avt. Students distributed leaflets to colleges about the reservation policy (admission in educational institutions) of Prout. They also submitted memorandum to the District Magistrates about the defective reservation policy of the government.
On 3rd – District conference was conducted by Central Assistant Secretary of Amra Bangali, Shrii Shankar Gangoapadhyay, and Joint Secretary of Amra Bangali Dr. Pradeep Guha. Dr. Devdas Haldar was elected as District-in-charge, and District Committee was formed during the conference.
On 8th – Universal Proutist student Federation (UPSF) Dharna (protest) was held against the central government policy of reservation (admission in educational institutions) at downtown Kolkata, Rani Rashmani Road. Two hundred students presented the following Memorandum to the Honourable Governor of West Bengal regarding the Centre’s policy of reserving 27% seats in the educational institutions for the “Other Backward Class” (OBC).

Subj: Solution to the Problem of Reservation Based on Caste in Respect of Admission of Students to Educational Institutions
Most respected Sir,
The West Bengal Branch of Universal Proutist Students’ Federation begs to draw your kind attention to the widespread agitations launched by students who are either supporting or opposing the decision of the government of India to reserve 27 percent of seats in educational institutions for OBC and also to the situation vitiated by such agitations which are generating distrust, nay animosity, among the common, peace-loving people of India.
Surprisingly, the seats that are declared reserved will remain vacant, to be filled by those fortunate ones when they pass the HS examination. The vacancies will not be filled up by those who come from so-called high-caste families. Thus human resources will remain unutilized, resulting in a bottleneck to the progress of the nation.
If we really want unchecked progress of the nation, equal status for all sections of people, an end to distrust and animosity amongst people and an end to mischievous party politics in this matter, we are left with no alternative but to embrace and implement the policies championed by the great seer and philosopher, Shrii Prabhat Ranjan Sarkar in the PROUT (Progressive Utilization Theory) – a philosophy meant for the welfare of one and all.
Let us give below those solutions for your kind information:
- Free education for all up to the highest degree. No fees like library fees, development fees, electricity fees, etc. are to be charged. If this policy is followed, (i) poverty will not be a bar to education, (ii) inferiority complex will be abolished, (iii) a healthy spirit of competition will develop among all, and (iv) the floodgate of opportunity will be thrown open to all categories of students.
- Reservation in a limited way for those who are socio-culturally backward will boost their morale, as they will get opportunity on a par with those who have enjoyed opportunities for generations.
- Now that the seats reserved for certain castes cannot be filled by people of general caste, even if it means wastage or non-utilization of human resources – a measure quite detrimental to the progress of the nation – priority ought to be given in the following ways for meritorious, yet poor and backward students. It is to be noted that the poor are those who lack purchasing capacity for obtaining the basic necessities of life, such as food, clothing, medical care, education and residence/housing. Backward persons are those who are deprived of opportunities for education and honest livelihood.
Guidelines for Priority
- Whatever may be the lineage, the backward and the poor will get priority in education and jobs.
- The poor, but not the backward, will get second priority.
- The backward, but not the poor, will get third priority.
- Those who are neither poor nor backward will be on the lowest rung of priority.
- There will be no reservation or priority in the field of examination or promotion.
If the aforesaid guidelines in the case of student admissions (even in the case of obtaining jobs) are followed, in addition to making education free in the true sense of the term, a day will come when no family will be poor or backward. At that stage, understandably, no question for priority or reservation will arise. It is the only solution. The sooner the guidelines are accepted and followed, the better.
We therefore justly hope that you would kindly exercise all your constitutional powers to implement the policies regarding the burning problem of reservation enshrined in the PROUT expounded by the great philosopher Shrii Prabhat Ranjan Sarkar.
If implemented, we are certain that hatred, disunity, inferiority complex and superiority complex will be removed forever from our state.

On 10th – PROUT Conference at Chandannagar, Ac. Dhyaneshananda Avt., SG PU, conducted the Conference, which was organized by prominent local Proutist Dr. Radhabaliav Pal.
On 13th – Popular movement about the recent drought in North Bengal was organized, and a Memorandum submitted to the District Magistrate. The event was covered in the local newspaper.
On 16th – Bongaon Assembly Bye-election was contested by Amra Bangali. 16,000 leaflets were distributed, ten meetings were held during seven days of publicity in all villages, along with one large rally. Vote for Amra Bangali = 1794.
On 16th – Jhalda Parliamentary Bye-election was contested by Amra Bangali. 16,000 leaflets were distributed and meetings were held in 25 locations. Five large meetings took place along with 100 group meetings. Publicity was carried out in seven assembly constituencies. Vote for Amra Bangali = 7,000.

On 18th to 24th – 4,000 posters were displayed throughout the city against the West Bengal government policy regarding agricultural land and about Prout policies at the following locations: at Shyambazar, Maniktala, Kasba, Golpark, Ruby Bypass, Sealdaha Station, Maulali, Dharmatala, Kolkata Corporation, Dharmatala Bus Terminus and Howrah Station.
On 17th – Samaja workers meeting and UPSF student meeting were held.
On 18th 0- UPSF District Conference was held and attended by 80 students. The event was covered in the newspapers and by TV. UPSF is contesting election in four college and one university.
