CRISIS PROFILE: Is Haiti on the Brink of Civil War?

LONDON (AlertNet) - Fresh fears that Haiti could be headed for civil war have surfaced as political and criminal violence continues to escalate. Some 200 people have been killed since September. Experts warn that unless all groups are disarmed, Haiti could become a permanently failed state and spread instability throughout the entire region in the form of an overflow of refugees, violence and drugs.

The grave situation in the North-Kivu province of eastern Democratic Republic of Congo (DRC) should not divert the transitional government and international community from implementing essential reforms aimed at protecting civilians and building greater security, Amnesty International said today.

Rwandan troops have invaded the Democratic Republic of Congo twice in the last decade. Press reports indicate that Rwandan troops have again crossed into Congo. Violence and instability in Congo have claimed the lives of three million people in the last five years and the dispatch of United Nations peacekeepers to eastern Congo has not brought stability to the region.
